Welcome to the consultation website for the proposed development by Overlord Ltd (the “Applicant”) at the Net World Sports Headquarters Site, east of Bryn Lane, Wrexham Industrial Estate (the “Site”).

Under Section 61Z of the Town and Country Planning Act 1990, we are carrying out a pre-application consultation for the proposed development at the Net World Sport’s Headquarters, east of Bryn Lane, Wrexham. The Site is located within the north-east part of Wrexham Industrial Estate, as illustrated on the map above.

Background

Overlord Ltd is pleased to present proposals for a new B8 employment scheme on the edge of Wrexham Industrial Estate. The policy documents relevant to this scheme are the Wrexham Unitary Development Plan (adopted 2005) and Future Wales National Plan to 2040 (adopted 2021). Planning Policy Wales Edition 12 (adopted 2024) and the Wrexham Local Development Plan (PDP, unadopted 2025) are both material considerations when assessing planning applications in Wrexham.

The Industrial Estate is designated as a future growth area under Policy 20 of Future Wales and was allocated as an Employment Area protected for Class B1 and B8 uses by policy EM1 of the Wrexham LDP.

The Wrexham Industrial Estate is a major hub for employment in Wrexham and North Wales, home to a growing and thriving business community. Net World Sports HQ is an existing employment site and key component of the wider Industrial Estate.

The Site extends approximately 6.95 ha and predominantly made up of scrubland, with hardstanding present. Existing employment uses are located to the south and west of the Site.

The proposed development serves as a natural extension of the Wrexham Industrial Estate, which is acknowledged as a key employment hub both at a national and local level. Delivering this Site for employment development would make an important contribution to Wrexham Council’s overarching spatial strategy and Wales’s national policies outlined in Future Wales. This will ensure sufficient employment uses come forward to meet current and future demand.

The Proposal

A Full Planning Application will be submitted to Wrexham County Borough Council (WCBC) providing detailed plans for the proposed development. This will be informed by a Pre-Application consultation with local stakeholders, relevant consultees and representatives from WCBC, ensuring that all comments are considered and the proposals are well informed.

The proposed layout provided below offers a comprehensive vision of how the scheme will be developed. It considers the characteristics of the existing Site, including its topography, natural features, and the surrounding environment. This approach aims to create a cohesive and sustainable development that is in keeping with the surrounding industrial environment.

The application is being submitted in conjunction with a number of other projects for Net World Sports in the Wrexham Industrial Estate. One such project is Application P/2025/0431, available to view on the Wrexham Council Planning Portal, which will create a Strategic Ecological Corridor on the edge of the Industrial Estate. This will mitigate the impacts of development for various Net World Sports projects, including the HQ Extension and Annex.

The Proposal Details

The full description of the development is available to view in the draft planning application. The proposed development comprises the following:

  • Site clearance and preparation work, including the removal of vegetation and reprofiling of topsoil where necessary;
  • Erection of a 30,223 m2 B8 warehouse to the north of the existing Net World Sports Headquarters.
  • 5,843m2 extension to the existing Net World Sports Headquarters along the eastern elevation.
  • 371 car parking spaces including 8 disabled bays, with 84 located to the north yard perimeter and 287 to the ancillary frontage.
  • 40 cycle parking spaces with an external cycle store.
  • Use of existing access point off Bryn Lane.
  • Retention and enhancement of some existing on-site green spaces and provision of landscaping; and
  • Implementation of drainage measures and ancillary infrastructure.

Wider Benefits

The proposal has the opportunity to deliver key benefits to the surrounding area, including:

  • Growth for a local business in Wrexham
  • The existing development is bounded by the Wrexham Industrial Estate, Ridley Wood Road and the B5130. It therefore constitutes a meaningful extension of the existing employment uses found in the surrounding area of the Industrial Estate. The development of the land for employment use will be a more economically beneficial use of the land compared to leaving it as open space.
  • The proposal will support an existing local business, Net World Sports, who’s current objective is to occupy the building to support their business operations. This will support growth of Net World Sports’s 3rd Party Logistics operations from Wrexham. The scheme will provide key infrastructure to help Net World Sports to grow in the future.

The Design

The design process started with a comprehensive analysis of the Site and its constraints, allowing the design team to identify design priorities. The full design details have been compiled in the Design and Access Statement, which is available to review as part of this consultation.

The core design principles have been driven by the intended uses of the Site under Use Class B8. This includes industrial, warehouse, distribution and storage space, alongside supporting facilities and related infrastructure.

The structures have been designed to reflect the existing characteristics of the Wrexham Industrial Estate, and as such will be modern, high-quality industrial space. The design of the development is crucial as it ensures consistency with the existing built form and character surrounding the proposed development.

The buildings will be suited to a range of industrial process. The two warehouses at the HQ will act as a storage facility, with loading bays along the north elevation for access to the facility. There will also be a loading dock office on the north elevation to handle the logistics of delivery vehicles.

The proposed west elevation will reflect the existing west elevation, with windows along the length of the elevation and the blue Net World Sports logo incorporated into the design. The east elevation of the proposed extension and annex will remain blank to reflect the existing elevation.

There will be additional parking to the north and west of the proposed building as well additional landscaping areas. The proposals will retain ecological land around the perimeter of the Site and to the east of the Site will be an ecological improvement area as approved in the planning application for the original HQ building. Wider ecological mitigation in the Industrial Estate will be provided through the separate Strategic Ecology Corridor.
